what about the static content ? If I just set the name parameter it will refer to a feature attribute. Can I escape that somehow (putting a in a dummy attribute for all features isn't exactly elegant, especially as it makes the datasources language dependant) ?

Very good point! For the time being there's no elegant solution I'm afraid. This is something I always wanted to implement - using 'expressions' (which can be a static string) Would you mind submitting ticket to http://trac.mapnik.org and I'll implement this asap.
