Major Tasks for this milestone include:

• exposing the symbolizers/params interface in python
• dynamic/data-driven symbolizers (#359, #70,#352)
• align input plugins properties (names and meaning)

Major Goals include:

• Better C++ style (see CodingStandards)
• address SVG symbols
• supporting rtl and other languages (indian,ethiopian)
• postgis 3d support
• overall audit of python style of bindings (integrate ideas from Mishok13 and Migurski)
